Weather and time
This camera faces the Zenpukuji River intake at Horinouchi in Suginami, a wall of steel-framed openings closed by dark vertical screens. A grey stone-block wall runs along the top, and a striped gauge staff is fixed to one of the posts.
The intake stands in Horinouchi 2-chome, upstream of Wadabori Bridge, and takes river water during heavy rain for the underground flood-control tunnel beneath Kannana-dori, the Ring Road No. 7 avenue. Jozuka Bridge is about 30 m away and Sen-nan Junior High School about 100 m, while Honancho Station is a short walk of about 250 m.
Seen straight on from across the water, the frame is almost entirely wall, with only a strip of green water at the lower left. Small white plates with triangular marks sit on several of the steel posts, and flat grey panels close the base of the structure just above the waterline.
